President Gregory Floyd testified before the City Council’s Public Housing Committee on Feb. 10, raising concerns that the New York City Housing Authority did not discuss its plan before selling 50 percent stakes in six housing projects to private developers L+M Development Partners and BFC Partners. The properties include 875 Federally subsidized apartments and employees represented by Local 237.

Floyd’s other concern was that NYCHA has violated Local Law 63. The law “establishes a set of procedures that must be followed should our workforce be replaced by private contractors,” said Floyd. Noting that NYCHA’s actions may be seen as a step to privatization, Floyd said, “I hope not, and I believe the City Council will make sure that does not happen.”

After years of neglect by all levels of government to fund affordable housing, Floyd said, “This is the right time to correct years of neglect.” He called for all levels of government, Federal, State and City, which are in the best financial condition since the Great Recession, to provide adequate funding for NYCHA, a key asset.
